About Full Use
Knowing what needs to be done is different from having someone finish it.
Full Use was built around that simple observation. Firms rarely lack ideas for improving their operations. What they lack is a person whose job is to see one of those ideas through to a working result.

Full Use was founded by Rob Cowburn, Esq., a Pennsylvania attorney with approximately ten years of civil litigation experience.
That background provides direct familiarity with the operational demands of a law firm: deadlines that do not move, document-intensive workflows, accountability for every file, strict confidentiality, and the real cost of administrative inefficiency when it lands on the people doing the legal work.
It also means an understanding of why operational projects stall in firms specifically. The people best placed to finish them are the people with the least uninterrupted time.
This experience is offered as an advantage in understanding how professional firms actually run. It is not a claim of software engineering credentials or a track record of technology implementations. Full Use is a new business, and we would rather say so plainly.
How we approach the work
Defined scope
Every engagement has a written scope, a measurable outcome and a finish line. No open-ended retainers for work nobody can describe.
Your systems, your data
We work in the software you already own, with access your firm grants and controls. We do not need your client files to fix an intake process.
Plain language
Proposals, progress updates and documentation are written for the managing partner and the office administrator, not for a software vendor.
A clarification about what Full Use is
Full Use provides nonlegal operational consulting services. Its consulting engagements do not create an attorney-client relationship, and Full Use is not a law firm and does not offer legal representation or legal advice. The founder’s legal background informs how we understand your firm; it does not change the nature of the service.
